Asset Surveying Manager
Salary £52,530.00 plus £1680 car allowance
37.5 hours per week

About the role
Lead and control the Association’s asset surveying function as a core part of the property services operating model. Own the integrity of stock condition data, translate that intelligence into investable programmes, and ensure delivery of works that maintain compliance, improve homes, and support the long-term asset strategy. Act as the technical authority for building condition, surveying standards, and major works governance.
What you’ll be doing
Provide clear leadership of the surveying function, setting standards for inspection, diagnosis, data quality, and technical decision-making across the stock.
Define and prioritise capital works, refurbishment schemes, and remedial interventions based on risk, condition, and resident need.
Lead on complex surveying activity including disrepair, structural issues, and specialist inspections including the management of lease end dilapidations. Provide defensible recommendations and ensure timely resolution.
Oversee major works delivery from a technical client perspective. Specify, scope, and assure projects including refurbishment, component replacement, and ad hoc capital interventions.
Embed a robust approach to building safety remediation, ensuring alignment with statutory compliance areas (fire, asbestos, electrical, water hygiene) and integration with safety and compliance functions.
Drive the development and delivery of decarbonisation programmes, ensuring survey data supports retrofit planning, option appraisal, and funding bids.
Act as the client lead for contract management of surveying-led projects. Ensure contractor performance on quality, cost, programme, and safety is controlled and evidenced.
Ensure full compliance with the Construction (Design and Management) Regulations (CDM) and all relevant health and safety legislation across commissioned works.
Support the wider Property Services function by developing surveyors and technical staff capability. Set consistent standards and improve technical competence across the service.
Who we’re looking for?
Strong track record of leading surveying functions within social housing or a comparable asset-based environment.
Proven experience in stock condition surveying, data management, and translating data into investment programmes.
Experience of delivering major works and refurbishment programmes as a client, including contractor management and performance control.
Working knowledge of decarbonisation and retrofit programmes within a housing context.
Strong understanding of statutory compliance and health and safety legislation, including CDM.
Commercial awareness with control over cost, risk, and value.
Analytical decision-making grounded in data and evidence.
Clear communication of technical issues to non-technical stakeholders.
Resilience and control in a pressured operational environment.
Qualifications
Relevant degree or equivalent in Building Surveying or related discipline.
Professional membership with Royal Institution of Chartered Surveyors, Chartered Institute of Building, or equivalent is desirable.
